UNDER instructions from Sir Ernest Satow I have the honour to inclose, for your Lordship's information, extract from a copy of the Intelligence Report of this Consulate-General for the June quarter, which was drawn up by Mr. Vice-Consul Giles.

French Railway Schemes.
THAT the French are pushing forward their railway schemes in Yunnan may be inferred from the fact that the Railway Company has received the official sanction of the Viceroy of Yün-Kuei to recruit labour for the work on the railway. The Viceroy Ts'ên, too, acting on a communication from his Yün-Kuei colleague, and on representations made by M. Doire, the Acting French Consul at Canton, has instructed the Taotai at Lungchow to assist the Railway Company in recruiting labour at that place--always providing that the Regulations which have been agreed upon are duly observed. The sanction of the Yun-Kuei Viceroy was obtained some time back; but the Canton Viceroy's instructions to Lungchow are of recent date--about the middle of May last.
